
Stephen A. Wiley
Stephen Wiley has more that fifteen of diversified experience in the electric power industry. During his career he has held leadership positions project development, asset management, finance, investor relations, and regulatory affairs.
Since January 2000, Mr. Wiley has served as an independent consultant for clients such as El Paso Corporation and Calpine. In this role, Mr. Wiley restructured the financing for existing QF power facilities ("qualifying facilities") that had been converted into merchant facilities. In addition, Mr. Wiley spearheaded the financing of several large greenfield gas-fired facilities whose financings ranged from $200-$700 million. As part of these financings, Mr. Wiley negotiated lender credit facilities and project specific contracts such as power purchase, water supply, transmission, and O&M.
Prior to establishing his consulting practice, Mr. Wiley served as Senior Director, Project Development and Origination for Cogentrix, and also held the same position at Reliant Energy. In this capacity, Mr. Wiley was responsible for the development of power projects in the Midwest and Southeast U.S., including the development of a 700 Mw gas-fired facility in Oklahoma and a 600 Mw peaking facility in Florida. In addition to his responsibilities in negotiating project specific contracts, he managed other development activities including regulatory permitting, land zoning, and market strategy.
In his seven years with Dynegy, Inc. and its predecessor company, Destec Energy, Inc., Mr. Wiley held several positions in various departments within the organization. As Director, Project Finance, he was responsible for domestic and international project financings, as well as mergers and acquisitions activity. In 1998, Mr. Wiley was involved in the financing of the first fully-merchant power plant in the US. Mr. Wiley also served as Director, Investor Relations, where he was the primary point of contact with company stockholders, prospective stockholders, as well as the worldwide investment community. Prior to this, Mr. Wiley served as asset manager for three large, gas-fired QF facilities and led each project from construction through start-up and operations. Mr. Wiley began his career with Destec Energy as Manager, Regulatory Affairs and led Destec's efforts in Texas in allowing the development of independent power projects.
Mr. Wiley began his career in the electric power business with the Texas Public Utilities Commission, where he served as Senior Financial Analyst. In this capacity, he testified on financial issues in numerous electric and telephone rate cases.
Mr. Wiley holds a Bachelor of Science in Petroleum Engineering from the University of Texas and a Master of Business Administration in Finance from the University of North Texas.
