
John J. Stauffacher
John Stauffacher’s 35 plus year career in the energy related industries includes experience in both the chemical and independent power segments. In his role as an engineer, executive, expert witness and consultant he has developed an extensive network of contacts and has played a leadership role in issue advocacy in the regulatory and legislative arenas at both the state and federal level.
Mr. Stauffacher’s broad base of experience includes managing the regulatory efforts of a large industrial user/generator, member of a small team that established an independent power developer which included a successful IPO, lead a multi-functional support group that included regulatory, lobbying, corporate communications and environmental permitting. In addition, he has held leadership positions in numerous regional and national trade groups that advocated a competitive electric industry.
Mr. Stauffacher started his career with The Dow Chemical Company where he gained broad experience in three different functional areas; 1) Regulatory Affairs where he managed and representing Dow's interests as policy advocate and expert witness before state Public Utility Commissions and federal regulatory agencies, 2) Corporate Manager of Dow Investor Relations, and 3) Manufacturing where he held various management positions in chemical and plastic manufacturing plants. In 1989, he was a member of the initial startup, management team that establish Dow’s independent power affiliate Destec Energy. During his tenure at Destec he directed a staff of 5-13 employees in the regulatory, environmental permitting, and communications functions. He was responsible for the development of company policy positions on issues (i.e., industry structure changes, legislative and regulatory policies) as well as developing plans, proposals and managing regulatory intervention and legislative strategies. Responsibilities included support of project development and power marketing functions and to identify and pursue new market opportunities.
Mr. Stauffacher has testified as an expert witness before Congress and federal and state regulatory commissions and was appointed to serve on a number of Texas regulatory advisory groups, and task forces resulting in the revisions of Texas wheeling rules and integrated resource planning.
In 1997, Mr. Stauffacher's team of regulatory experts assumed an expanded role of advocates for Dynegy (when Dynegy (NGC Corp) acquired Destec) in both the electric and gas industries. Mr. Stauffacher was promoted to Vice President of Regulatory Affairs and represented Dynegy in electric utility regulatory and legislative issues at both the state and federal level and served as an active participant in a number of Washington-based and regional power marketer and independent power groups as well as coordinating lobbying efforts, and leading the regulatory effort in selected Midwest and western states, and acting as liaison with a number of federal agencies.
Since late 2002, Mr. Stauffacher has been an independent consultant. He efforts include working with clients in the ERCOT market from the independent retailer (REP) and independent generator segments to understand and maneuver through the complex and ever changing market rules and regulations at ERCOT, the PUC and the Texas legislature, working with a large industrial customer in the Midwest to develop an optimum power supply arrangement and has assisted California-based client in transmission issues related to TDUs and California ISO.
Mr. Stauffacher was elected to ERCOT ISO Board of Directors (1999-2002) where he represented independent generators, chaired the Board Governance committee and By-laws committee. He also served as the ERCOT representative to the NERC Board of Directors and after the transition to an independent Board served as a member of NERC Stakeholders Advisory Committee. In these roles he provided a strong voice for competitive solutions to emerging market structures.

Mr. Stauffacher holds a Bachelor of Science in Naval Science from the University of Wisconsin-Madison and a Master of Business Administration from Central Michigan University.
